Most commercial buildings in Florida — retail centers, office buildings, warehouses, restaurants, medical offices — have flat or low-slope roofs. Choosing the right flat roof system is one of the biggest decisions a Florida property owner makes, with cost, lifespan, and maintenance trade-offs that play out over decades. TPO (Thermoplastic Polyolefin). The most-installed Florida commercial flat roof system today. TPO is a single-ply membrane in 45-mil, 60-mil, or 80-mil thickness with heat-welded seams that create a fully sealed waterproof surface. White TPO reflects 70%+ of solar heat, dramatically reducing cooling costs on Florida buildings. Lifespan is 20 to 25 years for properly installed 60-mil systems. Cost runs $5 to $10 per square foot installed depending on insulation, deck condition, and complexity. TPO is the best all-around choice for most Brevard County retail, office, and warehouse properties.
Modified bitumen. A multi-layer system built up from asphalt-saturated rolled material. Modified bitumen is the most cost-effective Florida commercial flat roof system, running $4 to $8 per square foot installed. Lifespan is 15 to 20 years. Best suited for tight-budget projects, low-traffic roofs, and small commercial buildings under 5,000 square feet. The granulated cap sheet provides UV protection and can be torched-down or self-adhered. Modified bitumen is still common on older Cocoa, Melbourne, and Vero Beach commercial properties.
EPDM (Ethylene Propylene Diene Monomer). A synthetic rubber membrane that dominated the commercial flat roof market in the 1980s and 1990s and remains widely used today. EPDM is exceptionally durable — 25+ year lifespan — and resistant to UV, ozone, and weathering. Cost runs $5 to $9 per square foot. Black EPDM absorbs heat, raising cooling costs in Florida; white-coated EPDM is available but adds cost. EPDM is best for unheated warehouses, industrial buildings, and properties where the dark roof isn't a cooling-cost concern.
Florida climate considerations. Florida flat roofs face four climate challenges other regions don't: intense UV (8 to 9 months of high sun annually), heavy thunderstorm ponding (4 to 6 inches of rain in an hour is common), hurricane wind uplift (every commercial flat roof should be designed for 120+ mph wind), and salt air on coastal properties. White TPO addresses UV and ponding well; modified bitumen handles ponding well but degrades faster under UV; EPDM handles UV and weathering well but absorbs heat unless coated.
Maintenance requirements. All flat roofs require semi-annual inspection at minimum — typically before and after hurricane season. Check seam integrity, flashings around HVAC penetrations, drains and scuppers, and any ponding water that persists 48+ hours after rain (a sign of drainage failure). TPO and EPDM seams should be inspected with care; failed seams are the most common flat roof leak source. Re-roofing vs restoration. A failing flat roof doesn't always need full tear-off. Roof coatings (silicone, acrylic, or polyurethane) applied over an existing intact membrane can extend life 10 to 15 years at 30% to 50% of replacement cost. Restoration is best when the underlying insulation and decking are dry and the membrane has localized failures rather than systemic degradation. Full tear-off and replacement is required when the insulation is saturated or the deck is damaged.
